Abstract

Innovation capability is not determined solely by the depth of resources a firm controls, but increasingly by its ability to extract exceptional value from resources that are limited, fragmented, or difficult to access. Resource constrained firms therefore present an important strategic paradox: the conditions that restrict conventional innovation can simultaneously provoke alternative forms of experimentation, recombination, and value creation. This article critically examines how firms navigate this paradox by integrating resource bricolage, frugal innovation, resource orchestration, external networks, digitalisation, and organisational resilience within a coherent perspective on innovation under constraint. The analysis reveals that competitive possibility does not arise from scarcity itself, but from the organisational capacity to distinguish productive constraints from destructive deficiencies, transform improvisation into repeatable capabilities, mobilise complementary resources beyond firm boundaries, and deploy technology where it generates the greatest strategic leverage. Equally important, excessive reliance on bricolage can institutionalise underinvestment, restrict scalability, and prevent firms from developing capabilities essential for sustained growth. The article consequently advances resource intelligence as a strategic orientation that moves beyond the conventional logic of either overcoming scarcity or simply doing more with less. Resource intelligence reflects the ability to determine what should be conserved, recombined, accessed externally, digitally amplified, or deliberately strengthened through investment. This perspective reframes innovation without abundance as a disciplined process of strategic choice through which firms can convert resource limitations into distinctive capabilities, scalable value creation, and sustainable competitive possibility.
